This marketing site sets no advertising cookies, no analytics cookies and no third-party tracking pixels, which is why it has no cookie banner. The application at survey.numoforms.com uses strictly necessary browser storage to keep you signed in and to remember a part-finished survey. Answering a survey does not place an advertising cookie on the respondent's device.

What the law actually requires
The Privacy and Electronic Communications Regulations require consent before storing information on, or reading information from, a user's device — with an exemption for storage that is strictly necessary to provide the service the user has asked for. The exemption is narrower than most banners imply: it covers keeping someone signed in, not measuring how they browse.
The approach here is to stay inside the exemption rather than to build a consent mechanism. That is why there is no banner. A banner on a site that sets nothing would be a worse experience and a slightly dishonest signal.
This website
These marketing pages are static files. They set no cookies of their own and load no analytics or advertising scripts. Web fonts are requested from Google Fonts, which means your browser makes a connection to Google's font servers and Google receives the request — including your IP address — in the ordinary course of serving a file. No cookie is set by that request.

The last of those is worth explaining, because it looks like tracking and is not. Save and continue works from a 24-character token in a resume link. The token identifies a partial response, not a person, and the partial answers themselves sit in a database table with no row-level security policies at all, reachable only through database functions that check the token. Respondents
If you have been sent a survey, nothing about answering it places an advertising or analytics cookie on your device. There is no cross-site tracking, no fingerprinting and no advertising network involved. Storage exists so that a long survey does not evaporate when your phone locks.
What is collected is your answers, plus any hidden fields the survey owner declared and passed in the link they sent you. Those are stored with the response and are the survey owner's data, not ours — the privacy notice explains the controller and processor split, and the UK GDPR page covers how to make a request about them.
Embedded surveys
A survey can be embedded in another organisation's page. In that case that page's own cookie notice governs whatever the surrounding site does; the embedded survey behaves as described above. If a site is telling you that its embedded NumoForms survey sets advertising cookies, that is the surrounding page, not the survey.
Controlling storage yourself
Every browser lets you block or clear cookies and site data, usually under privacy or site settings. Blocking storage for the application will stop you staying signed in and will lose a part-finished response, because those are the only things stored. Blocking it for this marketing site changes nothing, as there is nothing to block.
Changes to this notice
If anything is ever added that falls outside the strictly necessary category — a product analytics tool, for instance — this notice will be updated and a consent mechanism will be added before it is switched on, not afterwards. Send a survey with no banner attached.
Someone you send a survey to meets the questions and nothing else: no consent dialogue to dismiss first, and no advertising cookie picked up on the way through. The storage that does exist is there to stop a long survey evaporating when a phone locks.
